E.164 Global Dial Plan

I am sure many people would ask this question, but I have never seen an answer. Has anyone in this Forum come across a Global E.164 Dial plan for implementing in an IP Telephony environment. ???

i.e Multiple IP Telephony systems around the world with a common simple E.164 Dial plan through some form of cetralised Gatekeeper.

I am very keen to see what other people have done.
